For decades, South Africa’s battle against African swine fever (ASF) was defined by fixed, legislated borders. Under the Animal Diseases Act (Act No. 35 of 1984), ASF is a strictly controlled, notifiable disease.
Historically, its presence was confined to specific geographic control zones in the northern regions of the country, where strict movement controls managed the virus’s natural wild reservoir.
Today, that geographic boundary is no longer enough to protect the country’s pig herd.
Animal health technician Kenneth Malatji explains, “Historically, ASF in South Africa was largely confined to the legislated controlled area; however, since 2019, outbreaks have expanded far beyond the traditional controlled zone, affecting provinces such as Gauteng, Mpumalanga, Free State, North West, Eastern Cape, Western Cape, and Northern Cape.”
This shifting frontier mirrors a global crisis. According to the World Organisation for Animal Health (WOAH), ASF represents an unprecedented challenge to global pork production. For South African producers, the message is clear: the control line has moved, and farm-level biosecurity must evolve alongside it.

Scientific and behavioural drivers behind the shift
The movement of the control line is driven by a combination of natural biology and human behaviour:
- The sylvatic cycle (natural biology): In traditional control zones, the virus is maintained naturally through wild vectors, specifically warthogs and soft ticks (Ornithodoros species). As these hosts expand their geographic range, spillover events into domestic pig populations become more frequent.
- The domestic cycle (human behaviour): As highlighted in the department of agriculture’s national ASF Disease Management Strategy, human activity is the primary catalyst spreading the disease across the country. The illegal movement of infected pigs, unboiled swill feeding, and contaminated equipment allow the virus to bypass geographic control boundaries entirely.
“Like we used to say during Covid-19, the virus does not move; people move it. When you move while contaminated, you carry the disease with you,” Malatji says.
This human-mediated transmission triggered widespread epidemics. While earlier outbreaks in 2012 and 2016–2017 were contained to localised regions, recent waves have pushed deeper into the Western and Eastern Cape for the first time in recorded history, proving that legal boundaries alone cannot guarantee farm biosecurity.
Industry implications and socio-economic impact
The economic toll of this shifting frontier is severe across both commercial operations and rural communities.
Economic breakdown:
- Commercial outbreaks: R500 million value loss (66 000+ pigs affected)
- Supply constraints: 12 to 18 months local supply interruption
- Rural smallholders: Rapid loss of household capital and safety nets
Commercial scale
In the commercial sector, an outbreak causes immediate, catastrophic value loss. Highlighting the scale of these financial shocks, head of consumer assurance at the South African Pork Producers’ Organisation (SAPPO), Dr Thandi Chiappero, points out, “A recent outbreak affected five commercial farms representing roughly 66 000 pigs, leading to a destruction of value of around R500 million.”
Beyond direct stock losses, outbreaks trigger long-term export restrictions and domestic supply deficits because disease management protocols require large-scale culling and sanitisation. Local pig supply can remain constrained for 12 to 18 months.
Rural livelihoods
For smallholder and communal producers, the impact is immediate and personal. In resource-poor communities, pigs function as a financial safety net.
“For many rural families, pigs function as a savings account,” explains Malatji. “They are sold to pay school fees, medical bills, household expenses, and crop inputs. When ASF strikes, those financial safety nets disappear overnight.”

Actionable biosecurity when control lines shift
When official control boundaries shift, farm-level biosecurity becomes a producer’s primary line of defence. Preventing viral entry requires strict operational protocols:
1. Strict confinement and vector control
Keep domestic pigs fully isolated from wild hosts, stray animals, and other livestock using sturdy perimeter fencing and secure double-gate housing.
2. The “dirt-to-clean” disinfection protocol
Thoroughly clean and physically remove all solid organic matter, such as mud and manure, before applying chemical disinfectants. Disinfectants cannot penetrate organic matter and will fail if applied to dirty surfaces.
“The most important step is to physically remove all solid organic material before using disinfectants,” emphasises Chiappero. “No disinfectant can clean the virus out of a lump of mud or faeces.”
Once cleaned, apply registered virucidal disinfectants at the correct concentration, observe required contact times, and allow equipment to dry thoroughly in the sun.
3. Swill compliance (Regulation 24)
Avoid feeding untreated kitchen scraps or swill to pigs. Under Regulation 24(1)(c) of the Animal Diseases Act (Act No. 35 of 1984), it is illegal to feed animal waste to pigs unless it has been pre-boiled for at least 60 minutes or effectively sterilised.
4. Sourcing and quarantine protocols
Purchase replacement stock exclusively from reputable suppliers with verified health credentials. Always isolate and monitor newly introduced pigs in a dedicated quarantine facility for at least 28 days before integrating them into the main herd.
5. Immediate reporting duties
Pig owners have a legal obligation to act swiftly if ASF is suspected or if unexplained mortalities occur.
“Immediately report suspected ASF to your local state veterinarian,” advises Chiappero. “Isolate the herd and stop all movement between pig houses and off the farm. The sooner movements are stopped, the more economic value you preserve.”
6. Safeguarding market access
Producers can protect trade continuity during regional outbreaks by enrolling in officially recognised biosecure pig compartments under Veterinary Procedural Notice 39 (VPN 39). This accreditation demonstrates disease-free status independent of surrounding regional restrictions.
Disaster management and policy realities
Managing ASF requires a realistic understanding of government support mechanisms. In its national strategic policy outline, the department of agriculture notes that relying on state compensation and culling as a primary control strategy is financially unsustainable.
Indiscriminate culling addresses the symptoms of an outbreak rather than its root cause, and standard compensation mechanisms rarely empower farmers to rebuild with adequate biosecurity. Consequently, international best practices prioritise biosecurity education and targeted containment over blanket culling.
When outbreaks occur, state veterinary services coordinate directly with local municipal structures and the South African Police Service (SAPS) to establish localised movement controls, enforce quarantines, and manage safe carcass disposal logistics.
